You can apply for an NZeTA at any time before you travel — there is no need to wait until your trip is booked and confirmed. Because the authority is valid for up to 2 years, many travellers apply as soon as they start planning.
That said, you should apply no later than 72 hours before departure. Most applications are approved within that window, and often much faster, but leaving a comfortable margin means any additional checks can be completed before you need to board. Applying too close to your flight or cruise risks not having an approved NZeTA in time, and the airline will not let you board without one.
