A few groups of travellers do not need a New Zealand eTA. New Zealand citizens do not need one, and Australian citizens travelling on a valid Australian passport are also exempt. In addition, anyone who already holds a valid New Zealand visa — such as a work, student or resident visa — does not require an NZeTA, because that visa already authorises their travel.
Everyone else from a visa-waiver country must obtain an NZeTA before boarding. Note that Australian permanent residents who are not Australian citizens still need an NZeTA. Travellers whose nationality is not covered by the visa-waiver scheme cannot use the NZeTA at all and must apply for a New Zealand visitor visa instead.
