Yes. Cruise passengers do need a New Zealand eTA, and anyone arriving by cruise ship is eligible to apply for one — including visa-waiver nationals, cruise passengers and cruise-ship crew. In fact, regardless of nationality, every cruise passenger can apply for an NZeTA to enter New Zealand by sea.
The process is identical to applying for air travel: you complete the same online form and simply indicate that you will arrive as a cruise passenger. Because your ship may call at more than one New Zealand port, the multiple-entry NZeTA is well suited to cruise itineraries. You will also pay the International Visitor Conservation and Tourism Levy (IVL) with your application. To avoid any problem at embarkation, apply for your NZeTA at least 72 hours before your cruise departs.
