Not every traveller needs an NZeTA. You do not need one if you are a New Zealand citizen, or an Australian citizen travelling on an Australian passport. Travellers who already hold a valid New Zealand visa — including work, student, resident and permanent-resident visas — are also exempt, because the visa itself already authorises travel.
Everyone else from a visa-waiver country does need an NZeTA before boarding a flight or cruise to New Zealand. Importantly, Australian permanent residents (who are not Australian citizens) do need an NZeTA, as do dual nationals travelling on the passport of a visa-waiver country. If your nationality is not on the visa-waiver list at all, you cannot use the NZeTA and must apply for a standard visitor visa instead. Check whether you qualify on our eligible countries page.
