Yes. You need a valid NZeTA to transit through New Zealand, even if you never intend to leave the airport. Auckland International Airport does not have a sterile transit zone that lets travellers connect without being cleared, so transit passengers pass through New Zealand's border and therefore require prior authorisation.
This means that if your itinerary routes you through Auckland on the way to another country, you must hold an approved NZeTA before you board the first flight, exactly as you would for a normal visit. Without it the airline will not let you board. The only travellers who do not need one for transit are New Zealand and Australian citizens and existing New Zealand visa holders. To be safe, apply for your transit NZeTA at least 72 hours before departure so it is approved in time.
