Not every time. The NZeTA is a multiple-entry authority valid for up to 2 years from the date of approval, so once you have one you can return to New Zealand as often as you like during that period without buying another.

You will only need a new NZeTA when the current one expires, when you renew or replace your passport (because the authority is linked electronically to a specific passport), or if your circumstances change so that you no longer qualify under the visa-waiver scheme. Remember that each individual visit is limited to 90 days (6 months for UK citizens) and to a maximum of 6 months in any 12-month period, regardless of how many times you enter. When your two years are up, simply apply for a fresh NZeTA before your next trip.
