If your NZeTA application is declined, you can still travel to New Zealand — you simply need to apply through a different route. The usual next step is to apply for a New Zealand visitor visa directly with Immigration New Zealand, which is assessed on its own merits and is available even when an NZeTA has been refused.
A visitor visa allows longer stays than the NZeTA, but it does take more time and costs more, and it asks for supporting documents such as evidence of funds, travel plans and, sometimes, ties to your home country. Because of the longer processing time, it is important to start early if you have firm travel dates.
