Yes. US passport holders arriving in New Zealand by cruise ship need a New Zealand eTA, and they apply for it in exactly the same way as air travellers. There is no separate cruise visa — the NZeTA covers arrival by sea as well as by air.
When you complete the online form, you simply indicate that you will be arriving as a cruise passenger. Because a cruise may call at more than one New Zealand port, the multiple-entry NZeTA suits these itineraries well. You will also pay the International Visitor Conservation and Tourism Levy (IVL) with your application, and every traveller in your cabin — including children — needs their own NZeTA. To make sure you can embark without any issue, apply for your NZeTA at least 72 hours before your cruise departs.
