Yes. You need an NZeTA to transit through New Zealand if your journey passes through Auckland International Airport, because there is no separate sterile transit area — transit passengers are processed at the border like any other arrival.
In practice this means that even if you only change planes and never intend to leave the airport, you must hold an approved NZeTA before you board your first flight. Without it the airline will not allow you to travel. The requirement applies regardless of how short your layover is. The only travellers exempt from a transit NZeTA are New Zealand and Australian citizens and existing New Zealand visa holders. Because approval can take up to 72 hours, do not leave it to the last minute — apply for your transit NZeTA well before you fly.
