Australian citizens travelling on a valid Australian passport do not need an NZeTA — and, in fact, are not eligible to apply for one — because Australians enjoy special travel arrangements with New Zealand and can visit or even live there without a visa.
Australian permanent residents who are not Australian citizens are treated differently: they do need an NZeTA before travelling to New Zealand, just like other eligible visitors, and they apply online in the same way. If you hold dual nationality, travel on the passport that gives you the simplest entry — an Australian passport for Australian citizens.
