Yes. The NZeTA applies to travellers of every age, so minors — including babies and infants — each need their own approved NZeTA to travel to New Zealand. A child cannot travel on a parent's authority; every person listed on a passport must hold a separate NZeTA linked to that passport.
The good news is that a parent or guardian can complete and pay for a child's application in the same session as their own. When you apply online, simply use the “add traveller” option to include each child, enter their passport details, and settle all the fees together in one secure transaction. Each traveller, regardless of age, is also charged the International Visitor Conservation and Tourism Levy (IVL). Applying for the whole family at once is the quickest way to make sure everyone is covered before you fly.
